Rules for de­ba­te

Two teams take part in the de­ba­te - one coun­try as the Pro­po­si­ti­on (Go­vern­ment) and ano­ther as the Op­po­si­ti­on. Each team has three spea­kers, each of whom de­li­vers an 8-mi­nu­te speech in the order: 1st Pro­po­si­ti­on, 1st Op­po­si­ti­on, 2nd Pro­po­si­ti­on and so on. After the main spee­ches are con­clu­ded, one of the first two spea­kers on each team may offer a sum­ma­ry speech or four mi­nu­tes, with the Op­po­si­ti­on sum­ma­tor spea­king first.

 Points of in­for­ma­ti­on are in­ter­rup­ti­ons any may only be made du­ring main spee­ches by mem­bers of the op­po­sing team. A spea­ker wis­hing to in­ter­rupt should stand up and say, "On a point of in­for­ma­ti­on". The spea­ker who is being in­ter­rup­ted then has the choice to ac­cept or re­fu­se the point. Points should be no lon­ger than 15 se­conds, and may not be made in the first or last mi­nu­te of a main speech or at all du­ring sum­ma­ry spee­ches.

At the end of the de­ba­te, the jud­ges will hand their com­ple­ted bal­lots to the Chair and leave the room to dis­cuss the de­ba­te. They may not chan­ge their minds, and one of the jud­ges will re­turn to an­noun­ce the ver­dict and whe­ther it was agreed un­ani­mous­ly or by ma­jo­ri­ty .  

A time­kee­per will si­gni­fy time el­ap­sed through the use of a gavel or bell. One knock or ring should be given after 1 mi­nu­te and 7 mi­nu­tes of main spee­ches, and a dou­ble si­gnal at 8 mi­nu­tes. There will be a sin­gle round after 3 mi­nu­tes of a sum­ma­ry speech and a dou­ble sound after 4 mi­nu­tes.
